The Association of Local Development Centres of Quebec (ACLDQ) brings together the Centres locaux de développement (CLDs) throughout Quebec. The 120 CLDs offer technical and financial assistance to new business development projects or existing businesses contemplating expansion or consolidation, whatever the age or stage of development of their business. They are responsible for coordinating various financing programmes in their areas. FONDS DE DÉVELOPPEMENT DES ENTREPRISES D’ÉCONOMIE SOCIALE (FDEÉS): This fund provides grants to social economy groups conducting projects whose goals are of a social nature, and supporting job creation, among other objectives. Funding may be applied to capital expenditures, technology acquisition or operating fund requirements. Combined financial assistance provided by governments and the CLD must not exceed 80% of eligible expenditures.
JEUNES PROMOTEURS: This fund provides financial assistance via non refundable contributions to young entrepreneurs, ages 18 to 35. The program has three components: implementing a business project (feasibility study, preliminary work), creating a first company (capital expenditures, technology acquisition, operating funds) and entrepreneur training.
FONDS LOCAL D’INVESTISSEMENT (FLI): This fund provides loans, loan guarantees, warranties, equity holdings or other securities to support capital expenditures, technology acquisition or operating fund requirements. It is intended for social and traditional economy enterprises in the start up or development phase. Overall financial assistance provided by governments and the CLD may not exceed 50% of eligible expenses except in the case of social economy companies (80%).

Canada Economic Development Agency for Quebec Regions promotes long-term economic development. It offers advisory services and financial assistance to small and medium-sized Quebec businesses. The Agency is present throughout Quebec through its business offices.

Capital Financière agricole inc, an affiliate of Financière agricole du Québec, provides support in the form of risk capital to profitable and structure-building projects for the development of the agricultural and agri-food sector. It invests in businesses in partnership with other public and private investors in all regions of Quebec, and is involved mainly in projects of processing and distribution of food products that will help increase the outlets for agricultural products. It can also get involved in projects upstream from the primary sector and in the agricultural field.

The CRAAQ is a vast network of experts, including directors of agricultural businesses, agriculturalists, researchers, trainers, and extension workers. The CRAAQ creates and distributes reference and networking tools in the agriculture and agri-food fields. Its clientele is made up of agricultural and agri-food businesses, advisors, organizations and other participants in the sector. CRAAQ organizes conferences and workshops, and coordinates the Agri-Réseau portal site.

The CREs are authorities made up of elected municipal councillors, representatives of different socioeconomic sectors and Aboriginal communities. Each of the 21 Regional Conferences of elected representatives is the voice in dealing with government on questions of regional development for the territory or community it represents.
FONDS DE DÉVELOPPEMENT RÉGIONAL (FDR) (Regional Development Fund): Each CRE implements a five-year development plan and has funding to put it into effect according to regional priorities. Thus the CREs are able to finance projects in different sectors of activity using the Regional Development Fund.

CDAQ (Council for the Development of Quebec Agriculture) implements programs and manages funds that are entrusted to it by Agriculture and Agri-Food Canada (AAFC) for the development of agriculture in Quebec. It provides financial and technical support in 3 fields of action: farmer self-reliance, market development and environment. CDAQ works particularly in the following sectors: challenge and solution, greencover, water supply expansion, environmental farm plan, goose scaring, consulting services, on-farm biosecurity, biofuels, and energetic solutions. The Federation represents Quebec’s organic producers and works on issues that affect them directly. It also aims to have organic agriculture recognized by governments, conventional agricultural producers, consumers and others linked to this sector. FABQ is made up of four specialized provincial associations (dairy, grain, maple syrup and organic meats) and a committee on organic horticulture.

CAPITAL RÉGIONAL ET COOPÉRATIF DESJARDINS: (Desjardins Regional and Co-operative Capital): Capital régional et coopératif Desjardins has entrusted the management of its operations and its portfolio of investments and placements to Desjardins Capital de risque. It injects risk capital into co-operatives and businesses and offers expertise and advice to stimulate their start-up, growth and influence. One of its priorities is investing in the capitalization of co-operatives and in the resource regions of Quebec: Abitibi-Témiscaminque, Bas-Saint-Laurent, Côte-Nord, Gaspésie-Îles-de-la-Madeleine, Mauricie, Nord-du-Québec and Saguenay-Lac-Saint-Jean.

The Federation brings together the regional development co-operatives (CDRs) located throughout Quebec. It provides information, support and technical assistance for the design and development of co-operative projects (business plans, feasibility studies, etc.); and training to assist with the creation and development of co-operative businesses in the region. A network of development officers provides ongoing assistance to groups. The Federation is also actively involved in the development of co-operatives among youth.

(Quebec Federation of Agricultural Advisory Groups) - With the purpose of improving the management of their businesses, Quebec farmers have created collective service organizations called « agricultural management syndicates » (agricultural advisory groups – CGAs). The Federation offers a range of services to its CGA members, notably training activities. Its main fields of action are support services for organizing CGAs, services to advisors/extension workers, support for human resources management, services related to information, promotion, communications, representation and development.

The Federation of Quebec Hog Producers (FPPQ) is responsible for administering three funds set up on the basis of the deductions collected on each hog put on the market: a Publicity and Promotion Fund, a Research Fund, and a general fund offering technical expertise to help implement different development support programs, such as the Programme québécois d’assurance de la qualité (Quebec quality assurance program), the Plan agroenvironnemental de la production porcine, (Agro-environmental pork production plan), the Plan de valorisation de la profession (professional enhancement plan) and développement de la génétique (genetics development).

Filaction (value-added development capital), the Fund for local investment and community funding, is an initiative of Fondaction. Eligible for financing are businesses, whatever their legal form, that encourage worker participation in decisions that affect them, enterprises of social economy and solidarity, and local development funds that give access to microcredit and offer people and groups advice and support to encourage their economic autonomy.

Fondaction is the Development Fund of the CSN (Confédération des syndicats nationaux - Confederation of National Trade Unions) for cooperation and employment. It can invest in any Quebec enterprise, a majority of whose employees are Quebec residents. The assets of these businesses must be less than $100 million, or their net worth no more than $50 million, whatever their activity sector. The Fund gives preference to businesses involved in a process of participatory management, to worker-controlled businesses or co-operatives, and to environmentally friendly businesses.

The FDTA (Food Processing Development Fund Inc.) manages the funds allocated to Quebec’s processors by the Canadian Agriculture and Agri-food Sector Advancement Program (PASCAA). The program Dévelop’Action responds to three main areas of concern of food processing businesses: production, equipment and buildings; research and development; and marketing and sales. It is made up of four parts, each with a specific objective: 1) solving emerging issues, 2) transfer of research results, 3) information sharing, and 4) phase II.

This Fund is the fruit of a partnership between Fondaction, the Réseau d’investissement social du Québec (RISQ) and Filaction. For collective businesses, co-operatives and social economy non-profit organizations, the Fonds de financement coopératif can offer amounts between $100,000 and $250,000. Filaction is responsible for managing these funds, that is, for receiving and evaluating applications and making all the investment decisions, as well as ensuring follow-up on behalf of the partners.

Info entepreneurs is part of the Réseau Entreprises Canada (Canada business network) which has 13 main centres across the country. The mandate of Info entrepreneurs is to provide businesses in all regions of Quebec with commercial information about programs, services and regulations of the provincial and federal governments. Info entrepreneurs distributes Info-Guides on subjects like support for start-up or export, as well as interactive tools on the Internet (interactive business plan and business start-up assistance system.)

The Institute contributes to regional development and technological development in the areas of organic agriculture, agroforestry, agro-environment and geomatics. The ITA offers services such as: preparing project proposals, seeking funding, project supervision, data analysis, writing of technical and scientific reports, and help with getting tax credits for scientific research and experimental development.

IQ offers economic development tools in order to help businesses adapt to market imperatives. It ensures the management of fiscal measures that allow eligible businesses to benefit from tax credits to carry out activities in target sectors. La Coop fédérée provides products and services, either directly or through co-op members, ranging from livestock production services to co-op consulting (planning, marketing, human resources management, etc.). It also provides training, including a curriculum for new agricultural co-op managers, and support to the newly elected officers so they can fulfill their obligations.

La Financière agricole provides technical advisory support for financial analysis, business plan development, business funding, development of recovery plans, and financing in partnership with accredited financial institutions. Among other things, it offers the Programme d’assurance stabilisation des revenus agricoles (ASRA), (farm income stabilization insurance program) whose goal is to guarantee a net annual income to Quebec’s farm businesses; a compensation amount is paid when the average price of a product is lower than the stabilized income level. La Financière agricole has a team of advisors who offer their services through 23 service centres in all regions of Quebec.

MAPAQ offers specialized training in agribusiness management and operations, as well as in technology in the sectors of livestock production, food processing, etc. at two agri-food technology institutes (ITA de La Pocatière and ITA de Saint Hyacinthe). MAPAQ offers programs in the following sectors: animal and plant production, commercial fishing and aquaculture, food processing and distribution and restaurants and retail sales.

MAMR (Ministry of Municipal and Regional Affairs) ensures the establishment and maintenance of municipal services for all citizens as well as regional and rural development. It also manages various funding and support programs, for example the Fonds de diversification économique régional de la Gaspésie-Îles-de-la-Madeleine (regional economic diversification fund for Gaspé and the Magdalen Islands), the Fonds de soutien aux territoires en difficulté (support fund for territories in difficulty) and the Fonds conjoncturel de développement (contingency development fund).

ECONOMIC PROJECTS SUPPORT PROGRAM (PSPE): PSPE supports Quebec business investment projects and product development projects from the perspective of productivity improvement and job creation. The program targets for-profit private businesses, co-operatives with activities similar to those of for-profit private businesses, and groups of businesses.
LA DIRECTION DES COOPÉRATIVES : (Co-operatives Directorate): The Directorate’s mission is to facilitate the establishment and growth of co-operatives. It contributes to the development of the different sectors of co-operative activity through appropriate follow-up and support. It provides information on legislation, organization and operation of co-operatives, and produces statistics and reference documents on the different types of co-operatives. It manages the Entente de partenariat relative au développement des coopératives (Partnership Agreement on co-operative development), the new Régime d'investissement coopératif (Co-operative Investment Regime), the issuing of statements of eligibility for the Ristourne à impôt différé (Differential tax refund) and the Group Entrepreneurship and the Capitalization of Social Economy Companies programs administered by Investissement Quebec.

The Réseau des SADC du Québec is a network of non-profit organizations that works at bringing out the best in Québec’s regions and ensuring each region’s development. It provides technical assistance for project development in support of local entrepreneurship and youth. The Réseau regroups professionals, development officers, financial analysts and youth consultants involved in developing projects and providing support to businesses within their communities. INVESTMENT FUND: This fund provides financial assistance including conventional loans, profit-sharing loans or capital stock, and may total up to $125,000. Though CFDCs and CBDCs are independent, they generally adhere to loan guidelines. To qualify for assistance, a project must be within the coverage area of the CFDC or CBDC, be in a field of activity that corresponds to the community’s development plan, result in jobs being created or maintained, and show reasonable development and feasibility potential.
YOUTH STRATEGY PROGRAM: Financial aid to encourage the acquisition, implementation, expansion or modernization of a business by one or more young people ages 18 to 35. Assistance ranging from $5,000 to $15,000 provided interest free for two years with a potential capital reimbursement holiday for a maximum of two years. TRANSAQ (Food Processing Quebec), an agency of MAPAQ (Quebec Ministry of Agriculture, Fisheries and Food), offers services to entrepreneurs who have development projects in food processing or a related field. It takes over from Carrefour Alimentaire du Quebec to give food processing businesses easier access to different government services and programs. It provides advice and accompaniment in the areas of innovation, quality, and internal and export market development. It carries out sectoral and strategic analyses, and proposes strategies, programs and other measures to support development of the industry.
